Context of the observation

The situation takes place in the morning in front of the cologne central station. It is the south entrance of the station and it is the only entrance near a street.

The area around the crosswalk is an absolute non parking zone. 10 meters further it is allowed to stand there for 3 minutes and wait, or deliver something, but by the definition the motor has to be on, and the person driving has to be in the car.

Despite that many people park there for a longer period of time, leave their cars and/or block the traffic, if they have to.

1 Interpretation

When parked in a spot like this, people tend to be near their cars. If they leave it, they try to always have eyecontact with it or be back fast.

These people wait for the right moment next to their car, till they feel save to break law. They are observing their sourroundings, looking for police or security and for other people, who might have something against their parking. Than they think about the risk, and decide, what to do. Most of the people decide really fast, if no police is around, and leave their car for a short moment to get a coffee or a magazine in the trainstation.

Most of the time, they stay right next to it. Sometimes they even stay there for an hour, but do not get to far from the car. Maybe they fell a little bit saver this way, because, if the police would come, they could quickly move the car or explain, why they have to park there.


We also noticed different types of parkers:
There are the very unhurried people, who sit in their car and have everything, they need: Cigarettes, Coffee or a book. When they finally have to get out of the car (to greet a person or load stuff) they don't care about the traffic and other people in their surrounding. They are aware of the legal situation, but they rather talk to people about it, why it should be not right to stand there, than moving the car.

There are also the very stressed people, who always observe there surrounding. If another car in front moves, they also try to correct their car position. They have a clear understanding of the legal situation, they are in and try to avoid any situation with the law.

Another type of people is very busy. They normaly are on time and are only there for a view minutes. They only care about their stuff and maybe think, that they are so fast gone, that they do not disturb anybody.
